My feeling is that the difference between an "concept" and a "percept" is something around equivariance. The percept you experience upon seeing a blue jay is a splash of blue; the concept "blue jay" should encompass sound as well as sight and even words or symbolic drawings.

(Clusters? No, the boundaries of a cluster don't in general commute with transformations on the data. That means a cluster need not fit our intuition about a "well-defined" concept. If concepts were generic clusters, intersubjective consistency wouldn't work.)
