It's not a question of losing the ability. Most never had it. Piaget's claim was that only about a third of the population, whether he tested the Swiss or people in the third world, seemed to be able to do abstract reasoning consistently.

And no, I don't have the reference, and I really I wonder a lot if his methodology would stand up. But as I remember, the claim was that it was about a third of people, it didn't seem very teachable, and it was worldwide. But I don't know if it's actually true.
