If you have a norm, you should enforce it consistently; yet politically "normal" positions favor laxer enforcement over looser rules.

The point is not "slavery reparations are practical to implement" -- they might not be! The point is -- why have we taken for granted that the only ways to deal with problems are ways optimized for increasing the role that pull/connections/elite whims play in our society?
