Can someone explain this a little more? Does it mean a POC of another JB?

It's the key used to sign the security module firmware of the iPhone's baseband/modem/security-chip. All it means is the baseband can be decrypted. Either it was found in a firmware - left there by mistake - or taken from inside Apple. Keys can't be copywritten.
