It's actually not legal, they're exploiting the fact that the rules are never enforced AGAINST copyright claims to make super aggressive and illegal claims on other people's content. Fair users exists for a reason and what Roomie did was definitely fair use

Covers are fair use (which is protected by the law); they're transformative works. Roomie's cover features NO part of the original recording. I get you're a fan of Billie but try and realize that a creator is getting screwed. She already receives royalties for writing the song.
