i am v skeptical that public ownership is any kind of automatic cure for that kind of problem. our roads, bridges, such like aren't generally privately owned, for instance. the state could change the way this very tightly regulated private utility behaves if it wanted to.

no it's not automatic, but what's missing is a competent state. it can run things itself or it can regulate the piss out of private utilities, but let greedy capitalists run the show and this is what happens
