You said DNC built the list. Now you say DNC paid for it. Make up your mind.
Paying for it is building it. That's how you build it. So you agree that legally the DNC paid to build it? I'm happy to make that distinction. If they paid to build it, why do they have to pay to get it back?

I don’t. And no “paying for it” isn’t building it. As a legal matter, the ownership of the list is determined by the agreement itself. Under the agreement the list belongs to Hillary.

Respectfully, you are both doing it wrong here. You are trying to apply logic to campaign finance law. They have to pay because that is what the lawyers based on FEC guidance says they have to do. 1)
