My definition of an assault weapon: A weapon capable of delivering an excessive quantity of lethal force at an excessive rate that is too dangerous for a civilian environment.

I think the kinetic force delivered and rate of fire should be the determinants of weapons that are deemed too dangerous for a civilian environment. Forget the cosmetic stuff.
