The ban needs to be based on specific outcomes, not style. Ban anything with: Mussel velocity X Rounds/Min X Clip size X Any other feature. They can do this with metal baseball bats that are different colors and made by different companies. I bet we can solve this one.

Bad guys will always do bad things, but since when do Americans give up wo trying? Yes, they'll evade countermeasures (as they do w other crime/terror), so we adjust to that and keep adjusting. We don't give up before we start, whining that it's too hard.
