Group homes were much further down the line. Maybe in larger cities that dynamic is different. Your piece completely removed that step, however. And the goal was always reunification with the parents. As long as they were making strides towards their personal improvement goals.

I was a foster parent for several years and this piece is somewhat misleading. Extended family was always the first option for caseworkers before removing the child completely from a home situation. Then foster families, trained, albeit in a limited fashion, to work with youth.
