for those that didn't know (like me),,, Uunder a rule named after former Sen. Robert Byrd, the Senate may not use a special budget reconciliation process to pass the tax bill if it adds anything to the deficit after 10 years.

Nah, doing away with the Byrd rule means going "nuclear" on everything in the Senate. If Mitch was going to do that, he'd have done so during the healthcare bill.
