        We go straight to the small parcels (called SPRS), organize those with the previous day's mail that was thrown at the end of the day, and then start loading up the parcels. The mail sits till the mid afternoon and doesn't go out till the next day.

        No, because the rule changes are coming from the Postmaster General. The only recourse would be for the postal unions to unite and strike.
