I'd say you would see some reaction a la the Upper West Side school integration debate in NYC. Not all would be reluctant, you're right there, but I think there'd be a lot of "I'm for integration, but I'm still worried about this school."

Free Public Pre-K 3 & 4 convinced me to stay in DC for those years, the quality of education my daughter got made it an easy call to forego the suburbs and keep my place walking distance from the restaurants and bars of H Street.
