New York has some obtuse registration deadlines to vote in primaries. In NY primaries are not Semi-Open, so only Ds/Rs can vote in their respective parties primaries, but you have to be registered something like 6 months ahead of time.

The deadline to change party enrollment in NY was October 13, 2017, or 256 days before the primary.

Basically by the time a new candidate declares a run in New York, a lot of voters may already be locked out from supporting him or her. If you already having a winning base of voters, from say a previous run, this isn't a such problem.
