So if the court is bound by the constitution, could it simply refuse to hear any cases that seek to overturn the amendment if Congress recognizes the ratification?

A restrained Court would, especially given that cases like Dillon v. Gloss and Coleman v. Miller require the courts defer to Congress. If the Court takes a case it would likely be to reaffirm these precedents
