If nothing else, surely you believe in some sort of evidence at a decent sample size of the "negative" impacts of CoCs?

If we're talking evidence, I'd love to see some solid data on the use of CoCs, it doesn't exist, we just have to have faith.

But a code of conduct is there to make it clear what is acceptable and what isn't – ESPECIALLY for ppl who have trouble with social norms.

I think it's problematic to compare university policies with open source CoCs.

Tech CoCs tend to be more focused on harm (harassment, stalking) and specifically describe warnings and clarifications as mandatory.

Perhaps pernicious: tech spaces have plenty of behind-the-scenes tactics for pushing people away, but folks opposed to CoCs tolerate it.

And folks who think there's a possibility that CoCs may not be achieving their stated aims? No room for discussion on that?

Clearly I'm having a conversation. Also what if the aims of a CoC are signaling that you'll take concerns seriously?

That is literally a stated aim of the CoC movement in this context. Somehow that gets overlooked.
