5mb is reasonable because it doesn’t include the build itself, just rustup. That *then* additionally downloads the toolchain.
It was rustup-init.exe. It looks like this is a known issue: https://github.com/rust-lang/rust/issues/56815 … The file size makes sense with what you said. While people installing Rustup should be savvy enough to make their own judgements, I'd suggest this getting flagged as malware can be discouraging.
To wit, when I've installed Golang, Python, Node or other such items, I haven't encountered such an alert dialog on this same machine. There are obviously differences between all these installers and Rustup, but they fall within the broad category of developer tools
