Netflix has also said HDR works "even as low as 1080p" so I'd be curious to see if this is actually true.

IIRC, HDR impacts bit-depth, not bit-rate/res although I'd expect about 10-15% more data required for it. I'll have to double check it tho.

Netflix has said before that "almost every bit rate" is supported with HDR. Not really sure what is beneath 480p for Netflix though...

I get HDR at 1080 via Netflix on my TV, as my broadband isn't up to UHD quality. Have done since last year. Assume same on my XZ Premium.

Yep, but 1080 and 480 is a nontrivial bitrate difference.
