Not sure it applies in this case but it used to be that untethered phones would end up for resale in foreign markets for profit. Perhaps this does something about that? Not prevention but a “tax”?

The "tax" here bring the price up to MSRP. What Best Buy is doing here is showing you how much it makes from activating a phone on behalf of a carrier by kicking back some of that cash to you.

This is a pet peeve of mine with

You have to activate it on a carrier at the time of purchase to get the discounted rate. If you want a truly unlocked experience and just insert your SIM, you pay extraaaa to Best Buy

So I see it's unlocked either way and the only difference is if it is activated today or on an account later. If anything shouldn't the price be flipped since an employee is doing less work by just ringing it up and giving it to you and not having to mess with activation?
