It’s the Samsung members app. To which anyone when opening it would have ticked yes to marketing. And voila

This specific notification came from Bixby Voice but same concept. User agreed to marketing. It can be toggled off. Annoying? Yes but it can be turned off. It doesn't get sent to you until you agree to the terms, specifically this option.pic.twitter.com/45Ciuux8wr

They ask you if you want marketing notifications when you set up the phone for the first time. Don't blame Samsung just cause you don't even pay attention to the options during set up.
