XCloud is going to be device-aware and change the way games are steamed to devices based on that information, instead of just being bandwidth-aware. Put the Xbox in the cloud, and make it possible to enjoy those games everywhere.

Input logic, like whether you have a gamepad connected or if that controller is disconnected, all happens client-side. The game itself in XCloud doesn't care.
