No 1 is justifying mass incarcerations. But there is not a 1-size-fits-all solution. If some1 repeatedly commits crimes w no signs of rehab, they are danger to public & your refusal to prosecute = you really dgaf about innocent lives. But way to gloss over preventable 2 deaths.
