it lets the kernel copy from the page cache to the socket, it's not really comparable, at least not in terms of awareness of filesystem layouts, the fs driver is in both cases. nt at the time didn't have policy or memory like the page cache in the vm
splice is more general, any place you might use a pipe, or something that wakes up to copy one set of pages to another, why take a trip back to userspace?
