Well maybe... Concerned citizens might tackle him, hold him down with as many people as it takes, and hold him until the police get there to exercise their public mandate to him into custody. Just a thought. Kind of old fashioned. That still legal?

That's kind of the problem. All citizens should be worried about it. At one point citizens held each other accountable for their actions in the neighborhood and town. Today, it's Walgreens. Tomorrow it could be the Mom and Pop shop down the street.

The difference is the mom & pop shop is a part of the community, the Walgreen's is not. The Walgreen's has no loyalty to its local community, only to its shareholders. So why does the community owe it any loyalty in return?
