        @bizzyunderscore It's enforced via XPC services and entitlements. A separate process does the actual work on behalf of the API.

        @bizzyunderscore That XPC service, running in a sandbox, will refuse connections from apps without proper entitlements.

        @bizzyunderscore Sure, there are ways around it, but that requires modifying system files. Not something you can expect a user to do.

        @vexed @danielpunkass Likely 10.11 specific as it requires changes to the MapKit entitlement system (sandboxing) unlikely to be backported.

        @rgriff I do understand restrictions on iCloud (arbitrary apps are harder to secure… for the moment) but never on any other APIs!
