I still don't get it. Why are these the choices, instead of just saying "people will be spending more for used cars for a few months (or whatever)?"

Cooling used-car prices by raising interest rates makes no sense. But neither does making massive investments in semiconductor production in order to hold down used-car prices. It's just a silly argument.

Heh, why should the government spend on semiconductors when there are wealthy companies who can afford to and will benefit in the end. This is like how companies play off states for tax breaks when they are choosing a production site. The technology companies are being

Semiconductor fabs are so expensive to build that it's a barrier to entry that actually hurts competition. The few companies that have their own benefit from limited global supply.
