What are the programs you have implemented that "address root causes of crime"? How much did you spend? Who runs these programs? Who qualified and went through the program? How do you define success? What were the results?

Don’t we all support “reducing incarceration and tackling racial bias within the criminal justice system”? It’s a ambitious goal, but mismanaging a big and important department, having a terrible relationship with the police, and not prosecuting crime, will not accomplish this.

I would be jumping for joy if Chesa were implementing programs that were bring real Criminal Justice Reform. But he doesn't have any idea how to do that.
