what about automation? i used to have a setup where puppet would create users, for php-fpm input and execution were separate.

I am so happy that systemd is everywhere now. Honestly they solved many many problems. Only fools don't know how hard it is.

i don't think anyone is saying that it's not hard, but to me it feels like systemd has zero community management.

Yes +1. Systemd should be under the Linux foundation umbrella. But Linux is not the dream for contributors either.
