May I ask you: couldn’t the reluctance be driven by provisions about price controls in the law? What I mean is, e.g. isn’t it more convenient for Ford to sell ventilators now, rather than under the pda?

Trump doesn't need the DPA. We are talking about production that is a tiny fraction of the industrial capacity of the United States. The Federal Government's check book gives him all the power he needs - if he gets his head out of his ass.

that's not... Well put it this way, the DPA may have a marginal effect, maybe even a large marginal effect - but is it as big an effect as Trump's dithering on ramping up concern and his push to get people back in the streets?
