Hm not sure yet I would ascribe a nuclear role to ALBM via H-6N. Other suggestion is they have an anti ship role in which case nuclear ambiguity would be rather undesirable IMO.
The video footage of an H-6N with a possible air-launched ballistic missile appears to be taken at this location just outside Neixiang Afld.
