So Logan Paul makes a horrible video and @TeamYouTube @YTCreators @YouTube decides to raise the threshold for small channels making it nearly IMPOSSIBLE to start. It lowers moral for anyone starting to make content. The last change was at least tolerable.#YouTubePartnerProgram

This update has been in the works for awhile w/ the goal of preventing bad content (like spammers, impersonators, etc) from monetizing. While it will impact some good channels, we believe it's the best compromise to protect our community.
If it's been in the works for awhile then why were creators lied to while waiting for 2 months trying to get approved because they reached the threshold?
