Zucman's chart is somewhat misleading, for it doesn't count money that is put into a foundation or a DAF and measures only money that actually reaches beneficiaries. See this

Big philanthropy is definitionally an activity of wealthy people, and even if they give away a surprisingly small percentage of their wealth, their voices are much larger than ordinary donors. Big philanthropy is a plutocratic element in a democratic setting.
