Instead of inheriting a rule package (vacations, hiring, travel, etc) from another firm, most new firms make up a new package as they grow. Such rules rot & collect cruft, but low firm lifespans limit damage. But why not inherit a well-honed package from the start?

Because company rules aren’t open source. Probably the single universal rule that companies today have in common is that they don’t give away their rules.

I actually really like the idea. Imagine you went shopping for a new job, you see that the company is using a fairly standard package. Most of your anxiety is now gone, because you know there are three main packages out there and you like package B.

Maybe they are doing just that. How are we sure they make their policies up from whole cloth?

I've never heard of any of my peers offering to share their policies and procedures nor of a market place to compare and purchase them. I bet if you surveyed businesses that have formed in the last 3 years most would say from scraatch.
