Happy to give it a read, but I'm skeptical that insight is even something that can be incentivized. Are you familiar with Duncker's candle problem?
it might be hard to incentivize 'insight' yes, but creating funding mechanisms that allow researchers to go off-piste from the traditional benchmarks financially and time-wise might allow for an environment where insight can develop. (will read Candle problem)

In that case we probably do mean something different by "incentivize". I see a lot of good research papers get rejected just because they don't have a box where their number is higher than someone else's number. That creates certain incentives in the field.
