Mueller didn't. Mueller routinely advises his benevolent overlord [Rosenstein] of possible cases swirling around. Rosenstein then does what he's supposed to do with a multi-district conspiracy: Decide who/where/when to pursue a case. If all $ was paid in SDNY, it's a SDNY case

Federal crimes - like Cohen's - are handled in Fed Ct by US Attys, Fed Judge, etc. Cohen's case, yes, is in NY. But that doesn't make it a "state case". Fed courthouse, FBI, Federal Grand Jury: most likely a federal case.
