It's not impossible to make the argument that it was personal before the election when it was private, but now it is a campaign issue for Trump 2020 campaign. But that seems weak given the timing.

If we didn't have rules on loans and reporting, people could just give excessive contributions to campaigns, not report them, and then forgive them, effectively getting around campaign contribution limits.

I agree with that - its all a strategy to stay away from illegal. also may include Trump's mentioning stormy on fox&friends. Cohen was just reimbursed over time through his monthly retainer. Trump didn't necessarily know the details.
