If the campaign is paying Cohen's legal fees now, on grounds that the Stormy Daniels issue is campaign related, then it is harder to argue that the initial payment (in the heat of the campaign) was also not campaign related.

It's not impossible to make the argument that it was personal before the election when it was private, but now it is a campaign issue for Trump 2020 campaign. But that seems weak given the timing.

If we didn't have rules on loans and reporting, people could just give excessive contributions to campaigns, not report them, and then forgive them, effectively getting around campaign contribution limits.

Rudy's lost it. It's still an unreported in-kind contribution in excess of legal limits. Eventual reimbursement doesn't change it. And it's tough to argue it wasn't campaign related, when Cohen fronts the money 11 days pre-elex & is paid back after it's over. Good luck with that.

Is there on point authority for the idea that a loan is an in-kind contribution? I'd like to know more.

However its characterized, if the $130k payment was campaign related (which it clearly was) it's considered a contribution, and there are therefore two violations: the amount was over limit, and was unreported.

It is still considered a campaign contribution as it benefited trump’s campaign by avoiding an explosive story that would’ve hurt him...even though paid by trump. Plus if loan w zero interest...still campaign finance issue...plus contradicts his statement on Airforce1.
