And in a case that might not be all that likely to induce firms to strike a really cheap bargain. Redistricting stuff is super political.
I think people who've never had to read through a long complex record in prep for an appellate argument don't know how much goes into that prep. And there were a ton of amicus briefs.

Oh goodness yes, I forgot how crazy long those redistricting records are. And even if an associate took the first hand at drafting, the person arguing needs to know that record in detail too. It can take 30 hours just to read through and absorb a record like that.
