Amen. Usually the only person who knows is Kennedy himself. But I seem to remember reading that Breyer is his closest friend on the Court. And I can’t imagine him wanting to punt on an issue if he thought it meant losing. So to me, this means that he thinks Kennedy isn’t retiring
