I believe they litigated in favor of the plaintiffs on their remedies in relation to the 2013 maps as well.

This assertion by U.S. is technically true but wildly disingenuous, in that many of the districts at issue in the 2013 map were simply carried forward from the 2011 map. It is hard to square challenging the same districts w/r/t the 2011 map and defending them w/r/t the 2013 one.
