don't we have to assume that it's a dissent from denial? if it was a grant, it seems like they would have already announced it so that parties knew the maps were being stayed as soon as possible

Is it possible that Court is effectively holding this petition for disposition of the pending redistricting cases (without saying that's what it's doing)? It would be really weird to release dissents/concurrences touching on related subject while those opinions are being drafted.
