Looks as if Pittsburgh is in the new 18th. For generations Pittsburghers have been in the 14th. The city was the heart of the old 14th.

In addition to the obstacles you've mentioned, it looks like the GOP would have a laches problem b/c of failure to submit a map + closer we get to primaries, a Purcell problem.
