Amazing to me that Orin's pretty obviously spot-on analysis has been ignored by so many news outlets. Cohen would not use a word like "facilitated" unless he was finessing something.
I don't think this headline is quite right. As @OrinKerr pointed out, Cohen said he "facilitated" a payment and was not reimbursed by Trump Campaign or Trump Organization.
