Do we know the makeup of the panel? I.E. was this the sort of weird draw that is likely to be overturned by the full circuit?

Thacker is Obama appointee but from WVA so likely very moderate. 4th circuit is left leaning so at least theoretically could be overturned on en banc

It's pretty much impossible to imagine how that decision could be reached by anything other than partisan motivation. Both from a logistical pov (upending everything one workday before filing) and from bizarro pov (partisan races with NO party input/selection?). Sheer madness.
