Why wouldn’t it greatly strengthen the movement? A court has just forcefully declared that all along, this law has been implemented illegally and unfairly.

Could be. Or it could indicate that courts are going to take care of it, and leave some discretion to a board.

Having now read the decision, I'm much more worried this will take the wind out of the sails of future 1A-based challenges to ex-felon disenfranchisement. I found this opinion conclusory and unpersuasive. I could even see SCOTUS going 9-0 against it after Carrigan.

I think passage of the constitutional amendment is a longshot since 60 percent is required for passage. I think ad buys are going to make it a partisan issue.

Best short term improvement will be by election of a Democratic governor.
