      This cannot be said enough: Republicans are in sole, complete control of the federal government. If the government shuts down, that shutdown belongs entirely to them.

      My point is not that Republicans are blameless if the government shuts down. They certainly are the ones to blame. It is that framing which ignores the Democrats' ability to filibuster is less persuasive than framing which takes it into account.

          I'm *not* making a both sides argument. R have much, more more power here. If they put DACA plan with gov't funding to a vote, they easily stop shutdown. But trying to pretend Ds have no power in Senate on this vote is wrong. Not like tax bill/ACA mandate cut via reconciliation.

          The current bill does not have 50 votes in the Senate. Breaking the Democratic fillibuster would not fund the government.
