My point is not that Republicans are blameless if the government shuts down. They certainly are the ones to blame. It is that framing which ignores the Democrats' ability to filibuster is less persuasive than framing which takes it into account.

If GOP was interested in working across the aisle by negotiating and compromising, they could get the additional votes. The fact that they won’t play well with others demonstrates that they own this.

It's a fair point, though offset by the fact that Republicans don't even have 50 votes right now. Democrats could, in theory at least, vote for cloture and the CR still wouldn't pass.

Of course you know that, unless you have a supermajority, the majority party's responsibility is to address the demands of the minority. If they can't (or, in this case, won't), then they're failing to uphold one of the responsibilities of governing.

That's why it's grating to see analysis that attempts to apportion responsibility for a shutdown to the Democrats; their demands are clear, and the GOP is intentionally not meeting them.
