I suspect that fully implementing the NVRA would do as much or more to help improve lists than many other steps. People who want clean lists should look to Sec 5 and 7 of the NVRA. Roughly 20 to 30%, sometimes more, of VR apps from agencies are updates (i.e., corrections).
