in fact I've often thought that when elections were sufficiently close a random draw would be better than a ballot by ballot recount to determine voter intent

We devote the most energy and attention to contests where roughly the same number of people will be disappointed, regardless of the outcome. It doesn't seem like the optimal use of public resources.
