Looks right to me. That seems to be what Judge Hardwick said in his order today — said he had no jurisdiction to consider the contest.

So a former Chief Justice of Alabama courts does not know his own state laws?

It's ok and understandable to not know certain laws off-hand. (Big secret: no judge knows every law off-hand!) It would be not be excusable to authorize a lawsuit of this sort after someone walked him through all the relevant provisions.
